Comments: Newly-introduced HF 2242, Adult Enterprises Excise Tax Act, would impose a 25% tax on all sales and rentals at adult bookstores in the state. The proceeds would be earmarked "to provide grants to care providers providing services to victims of domestic abuse, rape and sexual assault."

Title: Care centers spur more complaints; One state official attributes the spike to a few nursing homes with troubled pasts

Comments: In 2003, the long-term care ombudsman office received 977 complaints about Iowa nursing home care, up 19% from 2002. Complaints to the Iowa Department of Inspections and Appeals went up 15% from 2002, to 1,218 complaints. 36% of those complaints were related to allegations of resident abuse.

Comments: Echoing last year's findings by the U.S. General Accounting Office and the Dept. of Health and Human Services' Inspector General's Office, the Iowa Protection and Advocacy organization has issued a new report "that alleges the Iowa Department of Inspections and Appeals is downgrading health and safety violations found in nursing homes." The Department of Inspections and Appeals denies the charges.

Title: Nursing home residents at risk; Report finds widespread fire-safety problems in Iowa

Comments: A Government Accountability Office study says Iowa ranks 11th-highest among states with fire-safety deficiencies in nursing homes. "Of 474 Iowa homes, 80 percent were cited for at least one fire-safety violation."
