A report by the Department of Administration's Management Analysis Division called legislative hearings on Minnesota's oversight of nursing homes "remarkably one-sided and sympathetic" to the long-term care industry. The report also confirmed that the average number of "deficiencies' per facility has more than tripled, from 3.5 in 1996 to about 11 in 2004." But the investigation was unable to determine whether the increase was due to changes in the inspection process or an actual increase in problems. |
