Comments: The Virginia Office of Protection and Advocacy is suing the state Department of Mental Health, Mental Retardation and Substance Abuse Services for the release of patients' names in their quest to determine the validity of charges the agency has failed to develop appropriate discharge plans for people ready to be released. Under federal law, such oversights are considered "neglect."

Title: High-Tech Device Can Warn Victims When Potential Abusers are Near

Comments: 32 states are using GPS technology to put a tracking ankle bracelet on an abuser and designate "hot zones" where the victim lives, works, shops, etc., so that the victim and police are alerted when the abuser gets near. Cost is $300/month.
